In fact it's not just SteamCMD, I later tried to download HLDS from the tools section on Steam, and same thing happened, it downloaded only those few files. Currently it seems like the only way to download the latest hlds is to download the complete CS 1.6 game from Steam and run hlds from there. That's what I had to do. Valve, pls fix!

I just tried it this morning. Using the command: "app_update 90 -beta beta validate", it downloaded everything after the 4th try.
