I don't think that Valve stopped GSLT bans due to being busy doing something else...

I believe they tried GSLT bans during a certain period to mesure impact and since seized to do so, because it was not profitable.

Having skins in community servers do not devalue the market price.
Hell, it might even be good to Valve skins market.

Let me put it this way:

*Player uses Skin Changer program -> Does not Own item / Can be permanent - > BAD for VOLVO

*Player access Community Server with skins -> Does not Own item / Not permanent -> Might incentive player to actually buy the real thing after getting a taste of it.. Bad for VOLVO? Is it?

Community servers make this game what it is.
Token ban proved to be a huge failure, and they stopped right after the time they were getting many attacks during all that huge betting scandal phase of CS-GO, when Valve was being criticised for being greedy.
