Maybe this work like: admin who connect to server, takes reserved slot and also plugin stop kick player, sametime.

+maxplayers 32 on the command line
sv_visiblemaxplayers 24 in server.cfg
If you do this players 25-32 can only connect via console connect ip:port
If you don't want to kick players I believe there is a setting in SM to hard set x slots reserved
