The GSP are providing a sevice using something called "CS:GO", obviously. "CS:GO" apparently have some sort of requirements / guide lines, if the GSP doesn't want to do anything to enforce that their customers (the ones they earn money from) is following the terms of the service they rent out, then it is their own fault.

So yes, IP bans would actually help - seeing as we are running out of IPv4 addresses, and an "easy switch" won't always be possible.

Somehow off-topic, but the same goes for the emailing industry, every time companies providing email services (e.g. Google Mail, as well as others), their staff are very quickly to respond when their customers are complaining that their email doesn't go through (e.g. rejections and/or going to spam folder), and they will contact third parties to research why - to improve their deliveries ("their profit").

Whenever you are reporting spam to same companies (e.g. Google Mail), Google's staff does absolutely NOTHING to stop spam, such as for example terminating bad customers.

If everyone in the chain did care, things would go better: e.g. GSP's should care what their customers do on their game servers (e.g. not violate policies of such games), email services providers should care about their customers shouldn't spam, ... and so on. If they did that, there would be literally no reasons to do any "punishment".

Unless you can get the whole chain to do that, the best is obviously to "hurt" as much as possible, so that the other end will learn of their mistakes.

That's not only how those two industries work; it is how many ones work; "as long as we get money in the box, we're closing our eyes - until we see issues.".

As long as this kind of attitude continues, I would still vote for IP bans.
