Try use plugin from here https://forums.alliedmods.net/showthread.php?t=283744 and put these settings in your server.cfg to achieve what you want. It works.

bot_quota 0
bot_quota_mode fill
bot_join_after_player 1
sm_csgobotquotafix_enable 1
sm_csgobotquotafix_quota 10
