I found the reason that super_tanks affected my vscripts spawn SI.
I deleted the following code, vscripts spawn SI works fine.Spawn only 4 before deleting..

g_cvSTMaxPlayerZombies = FindConVar("z_max_player_zombies");
g_cvSTMaxPlayerZombies.SetString("32");
No problems have been found in the current use. What impact will this have?
