The cooldown timer doesn't seem to work for me.
I put "hl_chatresponder_cooldown_time" = "0.0" and it still says "Do not spam the chat responder" in the chat. Even worse, it's constantly saying that, regardless of how long I wait.
There is nothing in the error logs.
