It defaults to 1, but just to be sure, you can always hardset it in the server configuration.
If you own a bhop, surf, kz server that requires boosts and/or velocities going really fast, you will of course not be able to perform those functions in-game, thus you will have to disable the convar. However, in that case, I do recommend the cmdfix fix linked on the first page of this thread.
