gametracker.com sometimes counts over 80k players during EU daytime. I am aware a lot of them are non-Steam players (as Steam stats that Mistrick mentioned prove), but I guess they still count as CS 1.6 players.
So yes, it's still pretty active. Can't say the same for other HL mods.
