Simply because goal waypoints are put
outside the rescue zone which is inside the two restrooms, maybe because the person who made it was unable to put goal waypoints in the correct place, like being immediately vanished when reaching the rescue areas. The solution is to disable map objectives using a plugin, or just to play as a CT.
Also, map is
not fully covered and a lot of waypoints aren't making a
perfect web.

Green: Normal waypoint.
Mauve: Goal (Bots need to reach it to achieve objectives)
Red & Blue: T & CT important point.
Cyan: Camp (both teams).
Light pink: Camp CT.
Green cross (The thingy onto a waypoint): Button flag (+use).
