Cvar, define, up to you. But yeah, it would be nice to choose this method and if choose this method can define a a prefix for the plugins. Or automatickly this method but if cvar/define/whatever is empty, run all like this does already.
For example, people with zp server could use tag zp_ and if had there plugins with tag furien_ (supposing they had furien server or something), it won't load such plugin. This plugin is a way to make people more lazy, yet this prefix makes people become more organized
