created public console commands, which are exactly same as in SM base plugin basechat admin commands.
What you did have was duplicate SM chat commands.
Public-duplicate-commands did nothing but was give access to bypass
CheckCommandAccess from basechat plugin, where basechat follow any
say commands what started '@' character (@asd, @@asd, @@@asd).

actually, in any other plugin what use
CheckCommandAccess will bypass these non-admins with these commands.
- This can be quick fix by adding same commands in
admin_overrides.cfg with flag "c"
Disable and remove this plugin aferwards you have used, not remove those commands from server. You need restart server.
Use
[Any] Chat Logging + RTF Support [Redux]
it use AddCommandListener instead creating new ones.
