You're using admins.cfg instead of admins_simple.cfg
Use
[U:1:112239470] instead of STEAM_0:[U:1:112239470] UNLESS you are using 1.6.2.. if that is the case use your old STEAM_0:123456789 ID, don't use the new Steam3 ID.
