The equipped misc issue wont be fixed unless you rework the class changing system in the gamemode.
The cheats are used for more than thirdperson. You could technically rework it so thirdperson doesn't require sv_cheats, but without sv_cheats the gamemode wouldn't be able to speed up without cheats (with the current method). The gamemode uses host_timescale, phys_pushscale, phys_timescale, and some other cvars marked as cheats. You'd have to strip the cheats tag from those.
