Which OS you have ?
Could it be, your server is in power safe mode even srcds is running ?

If you can, try disable from BIOS
- Intel® Hyper-Threading Technology
- C3/C6 state (will start run full GHz frequenzy all the time when disabled)
But be aware you not get high CPU temperature!
I have disabled these from my computer because it started halt my (crappy) SSD.
And I'm not 100% sure, is it wisely to do leave those off.
