A long ass time ago I had built a sort of heuristic hands of management system into the plugin ATAC, it included a "karma" system that allowed people to redeem themselves of their team kills.
I've talked about separating this system out to allow people to make use of a similar functionality. It doesn't quite work how I had built it in ATAC, but I figured this might be a little better anyway, we will see.
This is pretty much just an API for people to use (if they want)
