nop, once you enable fastdl aka give a sv_downloadurl, everything has to be mirrored
so if you want them to dl your test.vtf (and actually appear in gamedir), you have to either empty the sv dl url or upload the model on the fastdl server yourself (are you using openfastdl.net btw?
