I suppose it depends on your configuration. iirc, Arms Race was extremely unstable prior to the latest patch. The client would constantly spam out your console for every player in the server and would eventually crash whenever the player count exceeded 16. Even now after the launch, I've run into occasional client-side crashes in Arms Race.
Also, it seems that player counts in excess of 25 make for an extremely unstable server. I've managed to crash both my server and client multiple times by adding that many bots (trying to add and test spawns). In addition to that, I've periodically ran into random connection issues and errors. I've yet to see these connection issues addressed by valve. The simplest of which is trying to connect to another server while connected to one already.
