Going by his logic, any game that isn't made by Valve that uses the Source engine is pretty much illegal. If that was the case, games like Pirates, Vikings, and Knights II wouldn't be in the Steam store ready for download.

The only reason why CSPromod isn't available on Steam (as far as I know) is because it's still in beta.
