Yeah you need to go back to the beginning and read all the posts in this thread. Your Plugs are way out of date for a start and you need to update those.
Install MetaMod-Source v1.8.5
Install SourceMod v1.3.6

like PabloP said you cant rely on gameservers to give a shit about you and stay up to date with addons that have nothing to do with them. You need to take control.

Go to the links above, download MetaMod-Source v1.8.5 and SourceMod v1.3.6

Turn off/STOP your server.
Unzip MetaMod-Source v1.8.5
copy the folder called "addons"
go to your server via FTP (if you're allowed, probably not knowing gameservers)
paste the addons folder into your /cstrike/ folder and overwrite the addons folder already there
Reboot server
turn off server
Unzip SourceMod v1.3.6
copy the folders called "addons"and "cfg"paste the addons & cfg folder into your /cstrike/ folder and overwrite the folders already there

reboot, probably twice to ensure gamedata files are updated

If you use other plugins you probably need to update your sdhooks gamedata too.
