I know it is possible to block unlocks (see plugin: http://forums.alliedmods.net/showthread.php?t=93537)

But is it also possible to block the use of Hats or other non-standard attachments?

And how can one find out the new indexes for the unlocks (see plugin above unlockDefIdx. e.g. Homewrecker = 153)?
