If you have the tool, you just need to look at the bottom of the program. There're several tabs there. The 2nd tab is called "Console". Open it and type sm plugins list. No need to put rcon in front of it. However, before you do that make sure you've entered, tested and saved your rcon password in the "Rcon Configuration" tab.
