hlds_run is a script. hlds_i686 is an executable. He is saying that the ./ means you are executing a file on LINUX. So, the question was if you are actually on linux. If it's Windows it will have extension on the filenames instead of just a filename like on linux. Windows would be something like hlds_i686.exe or something. I don't use Windows for my servers so I don't know for sure.
