Executing commands on donator/admin connect?

Like if an admin/donator connects, they will get a command executed on them every time they join the server.
How would I do that?

With the Give Weapon plugin you can give you yourself 28 (tf_weapon_builder) You then either type "build 0" or give yourself weapon 25 to build a dispenser.

It doesn't get an error the giveweapon plugin simply doesn't give you a sapper.

That doesn't work. The sapper doesn't have a weapon ID. Just like all of the engineer's buildings except the dispenser.

You can disable the messages, bind sm_rweapons @all to a key, then get a program to automatically press/type that key.
