LOW KD KICK

It would be nice if we can have plugin that will kick players with low kd.
For example 3 - 15... This is very "noobish" and my server is crowded with "bots" like this...

In my case one player triggers the vote... He chooses YES or NO and that's all... Then starts command from vote... I want that every player can vote...
