VIP Gun Menu Round Start

I need to start the plugin VIP Gun Menu after first round because money is below 1000$ in first round and players should play with pistols only at the first round.

how to disable "a" - messages in plugin down below ? I did that in console command like this "streak_mode b" , but I need this to work when ever I run the game. I mean It work for ever not once !
