You mentioned 1.5, are you playing 1.6(steam) or cs:s? 1.6 steam has statsme that does what you're describing, for 1.6 only, there's nothing out yet for cs:s.

Well, it's a feasible idea if you're able to control the sky, for dusk, dawn, day, night, etc., along with rain(de_aztec anyone) and fog, snow etc. Something kinda cool to think about.
