SOLUTION: Just remove your rcon_password.

From rcon_password "password"
To rcon_password ""

Already fixed this bug. Hacker used some kind of hack that would detect my rcocn in few seconds after i change it.

So yes, if you wan't to not have any problems just remove your rcon_password and...

I made a copy of the server , changed all the maps with the same plugins nothing happened. Day passed and the motd again has been changed. If the plugin would do this, then the motd would be changed...
