Looking for a plugin (/kiss /hug)

Hey guys, i saw a plugin used in some servers (mostly TF2) that allows player to use a /kiss (user) and /hug (player) command and it would display messages like this

Yes i did, but Boss Tweaks can't send a message before round start. (During boss intro for example)
