If I set it to 4, it doesn't seem to spawn more than 4 bots, meaning the 5th player wont have any bot to control.

When I set the survivor limit to 8, it spawns 8 bots at the beginning. Is there anyway to spawn only 4 players/bots at the beginning when I setup a 8-survivor server?

I just came up with some ideas:
- A mutant zombie may have multiple abilities
- Survivors may drop their weapons when they get hit by Tesla zombies
- Ghost zombies have a chance to dodge bullets...
