I mean if he ignores the armor he add it to himself, with:

cs_set_user_armor (attacker, max(armor + get_pcvar_num(pCvarDeduct), 0),...

When you reasegen(or what is it), he disappears for some secs and he come back, but you stuck into him, and can't come out with duck, you have to die and he will despawn then.

For example:
If a lower level plays vs. a higher level, it`s good 'cause he can reset his stats if he doesn't like it.

But in other way he is a noob cause he reseted the score.

If you've got a superhero server, and don't want to install the plugin, it's your hero.
