I don't run a csgo server, but because this version of TE was written for L4d2 it probably won't work with csgo. Here are a couple of other versions that may work for csgo, use at your own risk:

Here's the updated version of ProdigySims l4d2 tickrate_enabler. It is still somewhat untested other than by a few server operators, but it's been working fine on my servers.
