That is weird. Using VNC you can just adjust the screen resolution by right-clicking on the desktop.

I am continuing to test this issue, it seems to only affect some computers.

I've seen this happen on some types of servers, especially Server 2012 R2. Microsoft changed the way it handles graphics in RDP since then and I haven't heard of any problems reported...
