It exists and is not read only. The ids will stay in the file for a couple of maps and then just disapear for one reason or another.

perm ban help

Baning people i have no problems with, but keeping their steam ids in banned.cfg is another thing. It'll write the ids to the file for a while, and a map change or two later the file is empty again....
