There is no CVAR for it. But the sounds are ON by default for new players.

It looks like you have a wrong/old sm_saysounds.cfg.
The correct cvar is sm_saysoundhe_sound_announce not sm_sound_announce.

I tried to adapt the plugin for our server a little bit.

It is not tested further, but it works on our server.
We're running a CSS Server with SM 1.2.4

I've added some features:
- turn sounds...
