This one doesnt execute commands for admins. It allows you to set commands that anyone can use.
btw, ignore the copyright header, dont know why thats there.

Im having the exact same problem. started from scratch on a newly generated cs folder, installed metamod and amxmodx and this plugin. It doesnt give me admin access on lan for some reason.
