i tested this extension with debug mode.
and it doesn't pass 'OnResourcePrecachedFullPath' function.(not be sure which is problem, signature or function)
need to try other ways...

Features:
It can block "Punting bot, Server is hibernating..."
It only works at CS:S

Install:
Download patch.zip
Unpack it in your sourcemod folder

Using a different mode on cvar
If cvar value is 0. Everyone can use model.
Otherwise cvar value is 1. particular people...
