Map change times aren't abiding by settings

I have an issue with map changes, I have sm_rtv_changetime set to "2" and it changes the map 15 minutes in, so about 45 minutes out of 60 even though there aren't any map rounds left.

Well even so, mapchooser isn't working correctly then.

It does not follow "sm_mapvote_startround 2.0" - Specifies when to start the vote based on rounds remaining.

And I don't see any settings...
