I was using this plugin but I think it doesnt work anymore;...

I use default sourcemod ban and when I ban someone and restart server, they can join the server.

My server.cfg with these lines;

exec banned_user.cfg

I use 1.3.4 version but this version blocks some other plugins cvars in their cfg files. When I disable this plugin no problem but when I enable this plugin it blocks some other plugins...
