I don't use sb or sb++
Need to make sure that the plugin can work even if sourcebans is not installed
Now the plugin does not start if Sourcebans is not installed.
And need add support...

cowanticheat.smx (CowAntiCheat): Could not find required plugin "sourcebans++"
Fix it so that the plugin is started even if sourcebans is not installed
