I released a bot on the Donor Forums. You can use Nineteen Eleven's Donation control along with the bot-sync.php he included to do this. The system runs on sourcebans to add and delete donors.

Web bans are the only way to ban the IP if im correct. I haven't had the need to use a web ban so im not really sure but I know you can IP ban.
