Nothing in the logs but here's the details:

64 | Mercs Die Twice | New effect, Allows player to call MEDIC! to respawn in place if killed by an enemy. Suicides cannot be respawned from. Potential...

I'm not sure if it's intended but Mercs Die Twice is bugged. You're able to respawn more than once and become invisible upon respawning.

I'm not sure when it was added. I'd imagine that it's been a part of SM for at least the past few years. No worries though, I didn't hear about it until last year. :D

I was under the impression that the Deadly Voice was laggy on purpose. XD

Also, for translations you don't need to change the map. You can just do sm_reload_translations in console.
