I think the issue is that you have the model in a .vpk file. I have not tested vpks, so I'm not sure if they even work. To be sure, try putting the model files into the tf/models/etc... folder, see...

Yes, use the "flag" or "flags" key in a weapons config, and type the flag(s) of the player(s) that are allowed to use the weapon in there

Wait! I think I see the issue! Make "no backstab" all lowercase. Looks like Orion might not be ignoring casing for attribute names.

Easily! Just add "flag" or "flags" (with quotes) into the weapon file and put "z" after it (again, with quotes).
Example:
"flags" "z"

You'll want to use the remove slot (or whatever it's called) twice. I think it's the only attribute that can be applied multiple times and not erase the first application.

Remove the attachment, pos and ang lines in the worldmodel and viewmodel parts. See if it works then.
