it works, tested on steam, batch file renames hudnew.cmd to hud.txt,
and for mention hud.txt is also readable by engine if it is in /sprites directory

as you stated in your post they use...

sourcemod nor sourceengine also does not provide such capabilities...

there's some sort of method based on a windows batch executable files(commands)
the only disadvantage is that client has to "click on" special button prepared...
