How do you use rcon correctly?

Is it the password first, then command like

rcon_password mypass
sm_advertisements_reload

I don't think I need to use the plugin. I changed my advertisements pretty dramatically before I tried using the commands. So I would have noticed a change in the adverts, and I'm assuming I would...

When i type sm_advertisements_reload in chat or console nothing happens, and i tried !advertisements_reload to, and nothing happens, it won't reload the file.
