I don't know of a script that does that offhand, but chances are they just override the SayText or SayText2 UserMessage output when the sender is user 0 (aka the server console)

As for the fadeaway of corpses, there is a netprop on tf_ragdoll to do it. However, I haven't played around with ragdoll settings in years... and you have to do it before the game dispatches them...

db.Query corresponds to SQL_TQuery (https://sm.alliedmods.net/new-api/dbi/SQL_TQuery), not SQL_Query.

Edit: This is because threaded queries are recommended for normal database operations.
