The advertisements.txt goes in cstrike/addons/sourcemod/config

The cvars (sm_advertisements_*) goes in cstrike/cfg/server.cfg or cstrike/cfg/sourcemod/sourcemod.cfg

I think you need to do the command "sm_advertisements_reload" after you change the advertisement file.

If left empty only admins will see the advertisement but if its omitted everyone will see it

That means don't put that Flag part in and everyone can see it.
