Add the "e" flag to your "z" flag like below. We did that and it worked.

Here's a cool little site they put together to get your updates, I love it. Take the option for upgrades to 1.3.0 or higher (as you have 1.3.0) and it will download an archive of the files for you. ...

Just for feedback purposes, I've using the SVN trunk for sourcebans version 1.30, have admins added but am not using that piece of the functionality only because it is not as flexible as sourcemod...
