CS 1.6 Voices Scrambled

I tried to play CS the other day and noticed the voice sounded all scrambled. I reset my config and nothing. Still sounds terrible, like kids are in water. Ping is fine though, so it's not a latency...

Well, you don't really need to know PHP if you can create a database. CakePHP actually generates everything for you. Hence why I recommended Cake.

That's way out of your league, it isn't a plugin. They emulate the server completely. They report players back but there aren't really any. When you join, in reality your redirected.

Yep, I would imagine they actually have an application to do it, not PHP. The application then re-populates a database. That's much easier since PHP is more intensive for longer running queries.
