I've ported admin_amxbans to a newer version of admin_sql (from 1.8.1)

So max. admin count is no more a constant in plugin. It uses new dynamic admin array (admins_push, admins_lookup)

I've tried to make the plugin mostly identical to statsx behavior.
So then player "say /rank", the game show chat message to others and then client_print his rank to the player.
